[El] gdal-1.7.3-3_0 in elgis-testing: gdal-java installing properly

Hello,

gdal has been updated in elgis-testing and the gdal-java package
containing the JNI libraries now installs properly.

The gdal-iioext package has been introduced which provides a patched
gdal-java for use with the imageio extension (currently being worked
on and which will be available in elgis-plus).

The non-java part should not have changed since the previous build.

The spec files is almost identical to the one used by Fedora except
that the maven specific bits have been removed. We hope to find a way
to have a single spec file in the future.

There are still a few issues though:

- gdal.i386 now conflicts with gdal.x86_64 (errors below), and so has
been removed from elgis-testing/x86_64.

@Viji: do you have any idea why this is the case? Do you have the same
problem on Fedora or EPEL6? EPEL5 provides an i386 binary of 1.4.2 on
x86_64...
The erros seem to be related to python files, so I wonder why these
files are not in gdal-python.

- I had some issues when updating gdal-1.7.3-1_0 and finally had to
use 'rpm -e --noscripts'. Maybe this was due to my particular
environment.

When we have fixed this i386 / x86_64 issue, we will push it to stable.
