Mathieu,

There have been concerns from some packagers about whether the epsg
init file is really free.  I don't recall what the rationale was for
considering it non-free but the EPSG folks do ask that you don't modify
the data and still represent it as coming from them.

The epsg-nad package has datum shift grid files for several datums.
Originally it was just for the North American Datum of 1927 - hence
the name.  The datum shift files tend to be large, and for a significant
portion of users they are useless.  So I'm not so opposed to them being
distinct and optional.
