[El] mapserver should not depend on agg, any more

I built it with the --with-agg flag but without the agg and agg-devel
dependencies.

Updated mapserver packages are available in elgis testing.
Maybe just remove the agg package and update MapServer to make sure
that it indeed doe not break.

I think that we are now in a position to release the latest versions
of GRASS, GDAL and MapServer to elgis-stable.
