I think that we already had the issue with Viji, that we need to put
el5.elgis and not el5 in such statements...

Is it possible for you to give it a try locally?

The package php-mapserver-5.6.6-2.el5.elgis.x86_64.rpm seems to depend on
php-gd instead oh php53-gd:

rpm -qpR php-mapserver-5.6.6-2.el5.elgis.x86_64.rpm
(...)
libxml2.so.2()(64bit)
libz.so.1()(64bit)
php-gd
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rtld(GNU_HASH)

Could it be that the following is not correct? This should make php53 the
default PHP for EL5

%if "%{?dist}" == ".el5"
Requires:       httpd php53-gd
%else
Requires:       httpd php-gd
%endif
