[El] php-mapserver is compiled WITHOUT RGBA_PNG support

Hi Pavel,

if my memory is not completely gone, I think that this option and the FriBidDi support are the only differences between the UbuntuGIS and ELGIS packages. Due to your feedback I will probably build the next package with --with-experimental-png. it was indeed the "experimental" part that scared me.
