[ELGIS] Fwd: [gdal-dev] Libtiff 4.0.0 Released

ELGIS (6) already provides libtiff, so why not upgrade it to 4.0 and
rebuild everything against it?

Frank was never keen on the current version anyhow (as he put again in this
announcement)
