[ELGIS] TR: GDAL 1.8.0 add OGC Web Map Service format - WMS

It works perfectly for me :) 

On the dev server and on a clean server with just one magic command
#yum update gdal

gdalinfo --format WMS : ok
Using gdal_translate to produce a PNG from TileCache and other WMS-C source
: ok too
