[ELGIS] Building OSSIM for ELGIS

That's a great idea.
I second Bruce suggestion: for a new package, rather develop on EL6
except if you have a precise reason to want EL5 support.
This will be much easier and we can always try to backport it to EL5
later if there is a need.
