[ELGIS] Package proposal: mapcache

Hello,

This package is available in UbuntuGIS, would be nice to have it in ELGIS.

I can try and create and maintain the package my self, but I have no
experience, is this sufficient information

for building your own package ? and if I created the spec I just send
it to list, what if the package gets updated ?
