[ELGIS] Some QGIS plugins require PyQt4-webkit

Hello,

some QGIS plugins (such as the OpenLayers plugin) actually require
PyQt4-webkit (available in EPEL):

sudo yum install PyQt4-webkit

I'll add it as a dependency in the spec file.
