[ELGIS] Update of the latest amarillo version from EPEL fails because of GDAL

Hello,

EPEL has updated the amarillo library, but since the version has
changed too much (see below), GDAL prevents the update.

I will build and publish a new version of GDAL built against the
latest amarillo version in EPEL.
