[ELGIS] Mapserver 6.4.0

Hello,

maintenance of ELGIS is still active but very slow since I am the only
maintainer, with other priorities.

Reference is git, not svn anymore.

I am off this week, but we can discuss next week how best to proceed if you
are ready to help.
