[ELGIS] GDAL package broken with EPEL 6

The version of armadillo in EPEL was updated recently; it's now 
4.320.0-1. This breaks the gdal-libs package in ELGIS, since it requires 
libarmadillo.so.3, while the new version now provides libarmadillo.so.4. 
It might be as simple as just rebuilding the RPM.

(Sorry if this is the wrong list to report this to; I couldn't find a 
bug tracker…)
