[ELGIS] SPEC files for MapServer 6.4.1 and MapCache 1.2.1

Hi Stephan,

does it make sense if I commit my spec file for MapServer 6.4.1 directly 
to the master or should there be a "branch-6-4" like in the main 
mapserver tree?
