This is due to a change in URLs in the Fedora infrastructure. That's now 
https://apps.fedoraproject.org/packages/pgRouting

ELGIS is a bit of a dead project. I recommend using 
https://copr.fedoraproject.org/coprs/pali/el6gis/builds/ instead. I know 
the maintainer and he's using these packages in his job.
