[ELGIS] ELGIS repo error

Hello,

this is was a configuration issue, which appeared only after a recent
restart. This should work better now.

This project is dormant, and Fedora EPEL should rather be used.

SRPMs can be downloaded as *.tar.gz archives (see top of the
http://elgis.argeo.org/ page)
