[fdo-dev] XMLSchema.xsd not UTF-8?

Hi Mateusz,

I checked a couple of FDO xsd files and they are ANSII encoded. However,
it would be easy to change them to UTF8. Offhand, I can't think of any
side effects from making this change.

Could you verify XMLSchema.xsd file (and other XML schemas) if they are
properly encoded as UTF-8?
Firefox and xmllint [1] report them as it's not UTF-8 file.

Here is screenshot that presents the issue:

Original file is installed version of XMLSchema.xsd.
File with fixed UTF-8 is named XMLSchema1.xsd and I re-save it as UTF-8.
The console window below presents xmllint report.
All elements are red underlined.
