[fdo-dev] XMLSchema.xsd not UTF-8?

The problem lies simply in that every person that makes an edit to such
a file risks introducing non-utf8 characters if they are using a non-utf
editor.  In the case of XMLSchema.xsd it was a copyright notice that was
added at some point which inadvertently caused this problem.

If these documents are not encoded as correct UTF-8,
why the XML prolog declares this encoding?!?

<?xml version='1.0' encoding='UTF-8'?>
