Yes, it should be UTF-8 as far as I know :-)
If you can log a defect in ProjectTracker and drop the file with the
updates you already made that would be very helpful.

Yes, I understand it.
But what's the final conclusion?
Should this file be UTF-8 or not?
I can fix this issue myself, but it's probably other users will
come reporting this bug again, so I'd suggest to fix it:
