Thanks for answear.
I hoped it would be a rule.
I asked this question beacuse in fdo provider I am getting polygon whith
outer ring which is not counter-clockwise
This request comes from MG when it queries for selection of feature.
I didn't quite unterstood why enforcing such rule would cause
incompatibility.

Nominally, we would refer to the OGC abstract specifications, which has
outer rings as counter-clockwise and inner rings as clockwise for the
upward-facing surface. Most data sources (that care) use this rule.
However, handling of FGF generally does not enforce such a rule, in
order to avoid incompatibility with any data sources that may vary. Any
enforcement would have to take place in the FDO Provider for a specific
data source.
