I have verified the expected behavior with my colleagues and class
delete should indeed fail if the corresponding table has data. 

If you are successfully deleting tables with data, via ApplySchema, then
this would be a bug.

There's one obscure case where a class delete would succeed if the table
is not empty. If the class was latched into a pre-existing table
(through schema overrides), when it is created, the class can be
deleted. However, in this case, the provider would not drop the table.

Thanks for the clarification, Greg. This is an off-topic tangent, but I
don't believe I've had any trouble deleting classes with features in
them
with either of the providers I've tested against (Autodesk's Oracle
provider
and OSGeo's MySQL provider).
