[fdo-internals] SHP: Precision off by 1

This submission fixes a problem when retrieving/setting the precision of
a decimal datatype. When retrieving the precision, the value was one
less than it should be and when setting the precision, the precision
store in the file was one more than it should be.

 

 

The fixed has been dropped in the 3.2.1 branch, 3.2.x branch and the
trunk.
