[fdo-internals] Motion: Change Mail List Behavior

Typically we should not be replying to an individual in response to a
posting to a mailing list.

That would mean that "Reply" and "Reply all" will have the same effect. 

 

In order to reply to the sender only I would need to dig for the email
address of the sender and paste it into "To..." field, right? Not
conveniant.

I'd like to change the reply_goes_to_list option in our mailing list to
address replies to the list by default rather than sender.
