How'bout making the list the default owner of all new tickets, and then
when someone picks up a ticket they reassign it to themselves and the
list stops receiving emails for that ticket. Anyone interested in
following the ticket should go and add themselves explicitly to the CC.
This is what the SAC (SysAdmin Committee) does with its Trac tickets for
instance and that seems to work fairly well.

I just fear that sytematically CC'ing all ticket traffic to the
-internals list would be too much, and current list subscribers who are
mostly interested in following the PSC activities, new RFCs, etc, but
not necessarily interested in following all bugs (like myself) may end
up leaving the list.
