[fdo-internals] Notice: mailing list behaviour change

Hi,

Based on (limited) feedback, I have configured the FDO users mailing
list to mirror the behaviour of the MapGuide users list.

>From this point on, replies will be forced to reply-to-list.  This will
prevent the problem that we have seen with replies accidentally being
sent privately.

Incidentally, this will match the existing behaviour of the
fdo-internals list :)

I think it would be useful if fdo-users could be configured to
reply-to-list.  

We've just seen one reply that went MIA, and I've almost done it several
times myself.  The mapguide-users list was having these problems too
until we switched over.
