Um,

On second thought, a little bird has convinced me (didn't take much)
that requiring a registered nickname would be counter-productive in
trying to maintain an open environment for our projects.  I've removed
the setting that requires registration from both.

I've registered the #MapGuide channel (not officially, just technically)
and enabled SECURE mode, and Mateusz has done the same with #FDO.

This means that our channels can only be changed and/or operated by
someone that knows the secret password.  It also means that to use the
channel (e.g. for meetings) you now need to be registered via NickServ.
