Helio,

Absolutely not!  Existing non Autodesk contributors include Mateusz,
Haris and myself.  To become a contributor the normal practice is to first
contribute code as patches via Trac so that existing commiters can review
it before applying.  Once we (the existing contributors/PSC) are comfortable
with your understanding of FDO it is reasonable to become a committer.  If
you are interested do let us know though as it might not occur to anyone
to propose it.
