No, that's not going to be created.

To deal with this, I believe that Frank suggested branching the trunk
  http://svn.osgeo.org/fdo/trunk/Providers/PostGIS/

to something like:
  http://svn.osgeo.org/fdo/branches/PostGIS-3.2.x

and then applying your changes for 3.2 to that.
