[fdo-internals] FDO RFC 16 - FDO Provider for SQLite

These are both throwing an FDO exception when I try to add them to a new
Layer in Studio:

Invalid argument(s):
	[1] = "-1"
The FDO data type is invalid because it is not recognized.
Exception occurred in method MgServerGetFeatures.GetMgPropertyType at

If you get a chance, could you test out the following sqlite3 files with
FDO?  They should include spatial reference settings and includes point,
line and polygon layers and demonstrate WKT and WKB encodings.
