[fdo-internals] FDO RFC 16 - FDO Provider for SQLite

Thanks for the explanation Bruce.

Traian, would you be willing to modify the SQLite provider to return the
same kind of "Default" CS-less spatial context if a CS is not defined?

It feels like a bit of a hack, but without the extents that come from
the spatial context, Studio (at least 2008) is unable to preview the
layers, and the extents of new maps need to be set manually.

If you're agreeable, I'll put in an enhancement request.

Jason

The reason that the SHP files work without a projection file is because
the SHP provider is providing a default coordinate system for MapGuide
to use - which is called "Default" which is essentially an empty
coordinate system.
