[fdo-internals] New King.Oracle provider for FDO 3.3

Hi Simon, 

I know that it's a bit painful to support this with multiple versions of
FDO, but it would be nice if you could use the SVN repository for your
main source control.  This would make sure that any changes were
available to all users wanting to build from source for Linux, etc.

I'd also like to see the downloads hosted on download.osgeo.org, even if
you want to have the SL-King website be the main point of presence for
the King.* providers.
