[fdo-internals] FDO RFC 48 is updated.

All,

FDO RFC 48 provides some utility methods to check polygon vertex order and fix polygon vertex order errors. However, what action should be taken when copying a polygon from one feature source to another feature source isn't addressed in this RFC.

I add one addendum for FDO RFC 48 to address it. Can you review it?
