[fdo-internals] Dropping off PSC

I as well am sad to see Frank go.

My personal feeling about FDO is that we're still an incredibly insular
project, with no real efforts being made to collaborate with similar or
upstream projects (the sole exception being the SQLite specficiation, but
even that was limited to FDO and GDAL, without pulling in Spatialite).  IMO,
without some movement in this direction, FDO isn't likely to gain a lot of
support outside of its traditional user base.
