To me, this looks like a 3.8 change. The time has passed for API changes to 3.7. 

What are the consequences of not making this change in 3.7?

Is the schema changes in question relating to the GDAL configuration document / Schema Override classes? 

If so then I'm of the opinion that such a change is safe for 3.7 as it is a provider-specific one and not one that affects the FDO core APIs/schemas.
