[fdo-internals] Please review RFC 66

How far do you folks want to actually take this? 

Just to address this particular API in this RFC or APIs throughout the FDO
.net API where it is desirable to be able to pass in a fully managed .net
interface implementation to certain methods in the FDO .net API?

This could have far reaching implications (mainly positive ones) on the .net
side
