[fdo-internals] Patch for ticket 874: Use or support automake silent rules

I've attached a patch for ticket 874 (Use or support automake silent rules)
The patch adds a conditional automake directive (AM_SILENT_RULES) that when
coupled with the --enable-silent-rules switch on a ./configure script will
result in less noisy build output while still displaying any compiler
warnings/errors and makes such warnings/errors much easier to sift through
if the build output is being logged to a file.
All of FDO (Core/Utilities/Providers) and a select few automake-driven
Thirdparty projects have been modified by this patch to use silent rules.
