[fdo-internals] King Oracle provider missing from VS2012 build

Hi All,

I noticed when building trunk with the recent VS2012 changes that the King
Oracle provider does not seem to get built. There isn't a matching
KingOracle_vs12.sln in the solution directory, so build.bat errors out when
it gets to this provider.

The RFC didn't say that this provider was not going to be upgraded, only the
Informix, KML and MsSQLSpatial ones. Is this an oversight?
