[fdo-internals] OpenSSL 1.1.1

Can the openssl build be made to skip building tests? 

I recently added a new package_thirdparty.bat at the root that collects all
the built thirdparty libs/pdbs/dlls and any modified/generated headers and
this new openssl doubles the size of the resulting archive due to pdbs of
all the openssl test applications.
