 On my machine, a 6Mb config file takes about 0.6 seconds for Xerces to
 parse. However, it takes about 3.3 seconds to read spatial contexts from
 the file and 2.9 seconds to read feature schemas.

 The purpose of this enhancement is to reduce the overhead, added by FDO,
 to the reading of XML documents.
