 When the WMS Provider encounters an HTML formatted error as part of a
 GetMap request, it attempts to interpret the result as as an image.  By
 default, WMS servers are supposed to return error messages in XML
 documents.  However, some servers do not.

 By adding the optional EXCEPTIONS parameter to the WMS request, some non-
 compliant servers will return the correct XML error document which the WMS
 Provider can then interpret correctly.
