 This sounds like a similar problem I had with the OGR provider (see:
 http://www.nabble.com/OGR-3.3-Provider-runtime-error-to15012644s18162.html
 and #251 )

 The solution was to enable manifest embedding and generation in the
 OGRProvider vcproj.

 Maybe the same thing is happening with KingOracleProvider?
