 Scenario:

 Connect to: <http://www2.dmsolutions.ca/cgi-bin/mswms_gmap> [[BR]]
 Select and draw Layer: Drainage

 Error:

 There was a problem adding data. [[BR]]
 !InvalidFormat: msWMSLoadGetMapParams(): WMS server error. [[BR]]
 Invalid format for the EXCEPTION parameter. [[BR]]

 Analysis:

 The WMS !GetMap specification changed between versions 1.1.1 and 1.3.0,
 and the keywords used to specifiy the EXCEPTIONS format changed. However,
 the WMS provider continues to use the 1.1.1 keywords for both 1.1.1 and
 1.3.0 requests.

 Solution:

 Based on the version of the WMS server, use the correct EXCEPTIONS
 keywords when making !GetMap requests.
