 I have found that the ArcSDE provider was not being built against the
 latest ESRI SDK files.

 This ticket will modify the FDO build settings and ArcSDE 92 project
 settings to remove certain hard-coded referenced to ARCSDE SDK locations
 and instead rely on the environment variabel SDEHOME, as was intended.
