 Steps to reproduce:
 1. Start the measure tool.
 2. Measure a line
 3. Close the Task Pane.
 4. Click Measure Tool button again (no task pane)
 5. Stop measuring, use another button, such as pan.
 6. Click the Measure Tool button (no task pane).

 Perhaps the Task Pane button should enable the showTaskPane() when ever
 the button is clicked
