 Upgrade GDAL to 2.2.3 and fix affected providers and unit tests.

 I gave up trying to merge this from gdal2 sandbox (svn just keeps dropping
 out probably due to volume of files involved, resulting in incomplete
 merges)

 So I've gone with the alternative approach of deleting the Thirdparty/gdal
 on my trunk WC and overlaying everything from my gdal2 sandbox WC into it,
 marking everything missing as "deleted" and everything unknown as "added",
 achieving the same effect of a merge but hopefully without the dropouts.
 If you see this message then everything went through :)
