 Add package_thirdparty.bat which collects all the dll/lib/pdbs files from
 a thirdparty build and packages up into a fdo_thirdparty.7z archive.

 On subsequent builds from a pristine working copy, one can simply extract
 the contents of this archive over the wc and proceed straight to the main
 FDO core/providers build.
