  * Add basic WFS test suite. Fixes #989

  * The SQLite provider, when compiled in GCC 9 causes a failure in the
 TestSelectWithIdtNames test case. Further debugging showed that
 SltReader::GenerateUniqueName() was not generating the proper numerical
 suffix code. This commit makes the suffix generation slightly more verbose
 and explicit, which causes the test case in question to pass again
  * Tidy up some leaks and uninitialized vars in the KgOraUnitTest runner
  * Have getdistro.sh fallback to 'generic' if getdistro.sh fails because
 lsb_release is not installed
