 Initial attempt was aborted due to instability and has meant we had to
 resort to emitting ST_GeomFromWKB(decode($hexStr, 'hex'), $srid) which
 involves a WKB->Hex->WKB translation.

 Bind variables is the efficient approach that avoids intermediate geometry
 roundtrips, so let's try for this again.
