The only ways that I can think of are via WMS or WFS, or using Safe
Software's data interop extension.
Even with SDE I don't think you'll be able to access MySql data.
Sure would be nice if there was an ArcGIS extension for FDO.

Subject: [fdo-users] Arcview reading FDO
I have a MySQL database with data loaded from Autocad drawings. Each
feature has a geometry field and I can render the features in MapGuide
Open Source and Autocad Map 2008 through an FDO provider. I am trying to
determine if this data could be used in Arcview. As far as I can tell I
think I need ArcSDE to catalog the data. is it possible to do this
without ArcSDE?
Thanks
George McLean
