I am referring to the file geodatabase, which is apparently a bunch of
files inside a folder that works similar to a personal geodatabase.

Hi David,
If you are talking about the personal geodatabase, that's in MDB format
- you can read those with the OGR provider, in both 3.3 and 3.4. Note
that support is read only.
